The rollercoaster is starting with a little KE because it is not fully started or increased yet. It starts with 0 GPE because it is at the lowest point. At point 1 it has little KE because it is going slow. It has a lot of GPE because its height is at the highest amount. At point 3 it has a little KE because of its velocity down the slope. Its GPE is kind of high because it is going up to a high point. At point 4 it has a little KE because it is going to a slope. It has a lot of GPE because it is going up to the 2nd highest point of the rollercoaster. KE and GPE are connected because when one gets higher the other one gets lower. it has no KE because it is not moving at it's max. speed.
